No Smoking policy
(To All Departments and Units of the University)
Based on Article (7) and Article (14) of the Implementing Regulations of the Anti-Smoking Law issued by Royal Decree No. (M\56) dated 28/07/1436H (17/05/2015), and in view of the requirements of the public interest and with reference to the observations we receive from the University’s Safety Department that some of university employees and visitors smoke inside the university’s buildings and facilities.
We hereby inform you that the above-mentioned regulations stipulates that “smoking is prohibited in all university buildings and facilities and its surroundings, and whoever violates this decision will be punished by seizing and issuing a violation and imposing the penalty on him with a fine of (200) Riyals.
Therefore:
All concerned authorities and departments must issue and seize this violation by filling in the attached form, and an official letter should be sent attached with it proving the identity of the violation and a written warning to the violator not to repeat the violation to the Deanship of Faculty Members and Staff Affairs regarding Employees of the university and the Deanship of Student Affairs regarding students.
The Deanship of faculty and staff members and the Deanship of Students Affairs must approve and deduct these violations from salaries and rewards according to the applicable system.
Announce this to all your employees (faculty members, staff and students)
Conduct awareness programs continuously and in an effective and innovative manner in order to preserve the health of everyone to keep the university smoke-free.
Revised Policy
Following the review of the national No Smoking Policy in 2023, PSAU hereby domesticated the national policy as provided below.
Anti-Smoking Law
Article 1 This Law aims to combat smoking by taking all the necessary measures at the levels of the State, society, and individuals in order to curb the habit of smoking among individuals of all ages.
Article 2 Smoking shall mean the use of tobacco and its derivatives, such as cigarettes, cigars, tobacco leaves, and tobacco molasses, or any product containing tobacco, whether in the form of cigarettes, cigars, shisha, or pipe, or by inhaling, dipping, chewing, or any other method.
Article 3 Growing or manufacturing tobacco and its derivatives in the Kingdom shall be prohibited.
Article 4 Tax increase on tobacco and its derivatives shall be pursuant to a resolution by the Council of Ministers.
Article 5 A pack of tobacco and its derivatives shall display warning labels as prescribed by the Implementing Regulations.
Article 6 Products of tobacco and its derivatives shall only be cleared after conducting tests on their samples in the laboratories prescribed in the Implementing Regulations, to ensure compliance with the specifications set by the relevant authority in coordination with the Ministry of Health.
Article 7 Smoking shall be prohibited in the following places: 1. Areas and yards surrounding mosques. 2. Ministries, government agencies, institutions, and general authorities and their branches, as well as other public entities in the Kingdom. 3. Educational, health, sport, cultural, social, and charitable institutions. 4. Work areas in companies, institutions, organizations, factories, banks, and the like. 5. Public means of transportation (land, air, or sea) as prescribed in the 3 Anti-Smoking Law Implementing Regulations. 6. Areas designated for producing, processing, and packaging food, foodstuffs, and beverages. 7. Sites for producing, transporting, distributing, and refining petroleum and its derivatives as well as fuel and gas stations. 8. Warehouses, elevators, and lavatories. 9. Other public places not mentioned in the preceding paragraphs. However, designated smoking areas, if any, in the places provided for in this paragraph shall be isolated, restricted, and only accessible to persons who are above 18 years of age. The Implementing Regulations shall specify the criteria for the implementation of this paragraph.
Article 8 To limit the sale of tobacco and its derivatives, the following shall be observed: 1. Restricting their sale to sealed packs which shall contain the number or quantity specified by the Implementing Regulations. 2. Banning their sale in vending machines. 3. Banning their sale on public means of transportation. 4. Banning their sale to persons who are under 18 years of age. 5. Banning the registration of patents related thereto. 6. Banning their sale at reduced prices or giving them away as samples or gifts. 7. Banning the import, sale, or distribution of products advertising tobacco and its derivatives. 8. Placing warning labels of the health risks of smoking in the sales area.
Article 9 Children toys or candies in the shape of cigarettes or other smoking tools shall not be imported or sold.
Article 10 1. Tobacco and its derivatives shall not be advertised or promoted in any Saudi media or means of advertising. 2. Scenes containing the use of tobacco and its derivatives, or promoting the use thereof, shall be deleted from movies, TV series, programs, and publications, broadcasted or distributed in Saudi Arabia.
Article 11 All government agencies in charge of Islamic, educational, media, sport, health and social affairs shall continuously develop effective and innovative awareness programs to combat smoking, and shall encourage the participation 4 Anti-Smoking Law of the private sector in such programs.
Article 12 Ministries; government agencies; general authorities and their branches; other public entities in the Kingdom; educational, health, sport, cultural, social, and charitable institutions; and private sector institutions and establishments and their branches shall be responsible for detecting and recording violations and imposing fines.
Article 13 A person who violates the provisions of Article 3 of this Law shall be punished by a fine of 20,000 riyals along with rectifying the violation at his expense.
Article 14 A person who violates the provisions of Article 7 of this Law shall be punished by a fine of 200 riyals.
Article 15 A person who violates any provision of this Law, for which no specific penalty is provided, shall be punished by a fine not exceeding 5,000 riyals. Such penalty shall be doubled in case of recidivism.
Article 16 A person punished under the provisions of this Law may file a grievance before the competent authority within the prescribed statutory period.
Article 17 Penalties provided for in this Law shall not prejudice any harsher penalty set forth in any other law.
Article 18 Fines collected under the provisions of this Law shall be used to support raising public awareness throughout the kingdom and to encourage private societies to combat smoking. For this purpose, a bank account shall be opened, and disbursement therefrom shall be according to instructions issued by the Minister of Health.
Article 19 The Minister of Health shall issue the Implementing Regulations of this Law in coordination with the relevant authorities within six months following the date of its publication. 5 Anti-Smoking Law
Article 20 This Law shall come into effect one year following the date of its publication in the Official Gazette.
